Asset Dynamics at Āpōpō Congress 2025
Part of Asset Dynamics’ mission is to advance infrastructure asset management in New Zealand. Sharing knowledge through conferences, symposia, webinars, and publications is one way we achieve this. Since our establishment in 2022 we have delivered over 20 industry presentations and more than ten technical papers, in addition to self-published articles on our website.
On 15 May 2025, Asset Dynamics’ Principal Asset Management, Andrew Gatland and Auckland Transport’s Chief Engineer, Myles Lind will present “The ‘what’ of asset management” at Āpōpō Congress 2025 in Ōtautahi Christchurch.
The full paper explores Te Waihanga New Zealand Infrastructure Commission’s “Asset Management State of Play” which identifies limited awareness of the ‘what’ and ‘why’ of asset management as a key issue facing New Zealand’s infrastructure sector. The paper makes the case for infrastructure organisations developing a “canonical and precise” description of their asset management system, referred to as the asset management framework.
A practical approach to forming an asset management framework is provided, along with a case study of how Auckland Transport has used these techniques in its asset management journey. We believe that this material will be instructive for organisations seeking to consolidate their asset management system and enhance their asset management maturity.

The ‘what’ of asset management – the role of the asset management framework in improving infrastructure organisations
In its report “Taking care of tomorrow today”, the Infrastructure Commission highlights a lack of awareness about the ‘what’ and ‘why’ of asset management in many sectors. For infrastructure organisations, the ‘why’ refers to the strategic rationale for ensuring assets deliver value, while the ‘what’ pertains to how the organisation is structured to deliver that value.
Often asset management is seen as a collection of technical processes rather than a holistic strategic approach. This leads to a disconnect between stakeholder needs and asset management processes, hindering organisational understanding, control, and continuous improvement.
An asset management framework offers an end-to-end description of how an organisation has implemented asset management, defining the ‘what’. This paper discusses the framework’s crucial role in modern public infrastructure organisations and presents a case study of Auckland Transport’s journey in developing and implementing its Asset Management Framework for New Zealand’s largest city.
